Introduction:
By popular request, this document seeks to present the admiralty billets
as they are currently designed. It records the official titles, their
acronyms, the rank or rank range for the admin character of the holder,
and any restrictions, including duration, made on the various admin
offices. It also summarizes the current responsibilities of each office
and points out to whom the holders report.
This document was written to summarize current practice as it has evolved
in ASR from November of 1994. It is not meant to set anything in stone.
Readers should be aware that the CINCSF, Flag Council, and the Round
Table have the right to make changes.
ASR admiralty billets consist of:

Position: CINCSF (Commander-in-Chief, Star
Fleet)
Rank: ADM (O-10)
Restrictions: Exclusive; may not hold other
administrative post (same restriction as COMLOG, CSFO); Full Membership
on Flag Council.
Duration: Elected yearly by the April RT.
May be removed via RT vote of no confidence, or Flag Council vote of
no confidence.
Billet Description:
The CINCSF is the administrative head of ASR. The player of the CINCSF
sits as Chair of the ASR RT and is the moderator of the Flag Council.
It is the responsibility of the CINCSF to oversee the course of club
affairs, including the development of supplemental material. Moreover,
the CINCSF is accountable to the RT for the course of club affairs and
the running of the Flag Council. The Chief of Star Fleet Operations
(CSFO); the Commander, Star Fleet Logistics (COM(SF)LOG); and Commander,
Ancillary Personnel (COMANC) all report to the CINCSF directly. Fleet
Commanders report to the CINCSF indirectly through the CSFO.
Also, the CINCSF is responsible to the RT for relations with those outside
the club. As such, and due to matters of copyright and external source
citation (the sort of responsibility the CINCSF cannot appropriately
delegate), the branch heads report to the CINCSF indirectly through
the COMLOG.
In the absence of a COMLOG, the CINCSF would appoint and supervise Star
Fleet branch heads. Federation branches, such as UFPDOCA and UFPESCO
would also be appointed and supervised by the CINCSF.

Position: CSFO (Chief
of Star Fleet Operations)
Rank: ADM (O-10)
Restrictions: Exclusive; may not hold other
administrative post (same restriction as CINCSF, COMLOG); Full Membership
on Flag Council.
Duration: Permanent; nominated by the CINCSF;
confirmed by the RT when vacancy opens. May be removed via a RT or Flag
Council vote of no confidence (see CINCSF).
Billet Description:
The CSFO has three primary responsibilities. First, the CSFO sits as
Vice Chair of the ASR RT. Second, the CSFO is responsible for the day
to day operations of the club and to that end is the direct superior
of the fleet commanders and the Commandant of Armstrong Lunar Base,
where new players learn the ropes. Moreover, the CSFO is directly responsible
for BUPERS (Bureau of Personnel) and handles assignments of new players.
The CSFO also serves as XO to the CINCSF, and is involved in the development
of gamewide policy, particularly admiralty appointments. The CSFO is
second in the gamewide chain of command and moderates the Flag Council
in the absence of the CINCSF.
The CSFO also supervises any ancillary of "free thread" units within
ASR. With the CINCSF, the CSFO is responsible for approving new free
thread ideas, recruiting, approving and assigning free thread characters,
for supporting existing permanent free thread units and for the continued
enjoyment of the players assigned there. Units within the ANC division
may include both seldom explored areas of Star Fleet and Federation
branches, as well as private commercial ventures, joint ventures, and
even enemy or opposition threads.

Position: COM(SF)LOG (Commander, Star Fleet
Logistics)
Rank: ADM (O-10)
Restrictions: Exclusive; may not hold other administrative post
(same restriction as CINCSF, CSFO); Full Membership on Flag Council.
Duration: Permanent; nominated by CINCSF; confirmed by Flag Council
when vacancy opens. May be removed by Flag Council vote of no confidence.
Billet Description:
The newly added Commander, Star Fleet Logistics (COMSFLOG) is
an Admiral (O-10) charged with the leadership and administration of
the branch heads, administration and oversight of the ASR web page (actual
webmastering may be delegated), and assists the CINCSF by recommending
the creation of new branches and offering personnel recommendations
to accommodate existing openings. Just as the fleet commanders report
administratively to the CSFO, the branch heads report administratively
to COMLOG. COMLOG represents branch concerns at the Flag Council and
the RT.

CINC(FLEET) (Commander-in-Chief, Color Fleet)
Rank: VADM/ADM (O-9, O-10)
Restrictions: Limited; Full membership
on Flag Council, may not hold other Flag Council level billet. Concurrent
appointment as a branch head is permitted.
Duration: Permanent; CSFO & CINCSF nominate,
confirmed by Flag Council. May be removed via Flag Council vote of no
confidence.
Billet Description:
CINC(FLEET) refers to the fleet commander of a Color fleet. Those at
present are Gold, Green, and Silver. Fleet commanders represent their
fleets at the Flag Council and RT. They are responsible for the day
to day operations of their fleets, including the launching/closing of
ships, appointment of command personnel, assignment and recruitment
of rank and file personnel, and the continued enjoyment of the players
assigned there.
The CINCFLEET's report directly to the CSFO, and are responsible for
providing same with regular fleet reports, rosters, and requests for
personnel. The CINCFLEET may delegate some of these duties to subordinates,
but is responsible for the final outcome. Moreover, the CINCFLEET's
resolve internal disputes within their fleets and will handle complaints
about individual commanding officers. Finally, CINCFLEET's hire and
fire their executive officers (discussed below) and their staffs, which
may include additional multi-unit/multi-mission commanders up to (and
including) the rank of Commodore (O-7).
CINCFLEETS are appointed as vice admirals (O-9) unless the character
was previously used in an administrative billet with higher rank. The
promotion to admiral (O-10) is made after 18 months of continuous service
as a fleet commander.

Position: COMALB (Commander [or Commandant],
Armstrong Lunar Base)
Rank: VADM/ADM (O-9/O-10)
Restrictions: Limited; Full membership
on Flag Council, may not hold other Flag Council level billet. Concurrent
appointment as a branch head is permitted.
Duration: Permanent; CSFO & CINCSF nominate,
confirmed by Flag Council. May be removed via Flag Council vote of no
confidence.
Billet Description:
COMALB supervises ALB intake and training. COMALB (with the assistance
of the ALB Adjutant) recruits, briefs, and assigns instructors, supervises
the ASR Personnel officer (who approves new player bios), develops ALB
documentation, and assigns students to holodecks. COMALB reports directly
to the CSFO as part of the BUPERS process. COMALB represents ALB at
the Flag Council and the RT.
COMALB is appointed as a vice admiral (O-9) unless the character was
previously used in an administrative billet with the rank of admiral
(O-10). Promotion to admiral (O-10) is made after 18 months of continuous
service as COMALB.

COMANC (Commander, Ancillary
Fleet) supervises the ancillary or "free thread" branch of ASR. The
player of COMANC sits on the Flag Council. COMANC is responsible for
approving new free thread ideas, recruiting, approving and assigning
free thread characters, for supporting existing permanent free thread
units and for the continued enjoyment of the players assigned there.
Units within the ANC division may include both seldom explored areas
of Star Fleet and Federation branches, as well as private commercial
ventures, joint ventures, and even enemy or opposition threads. It accomodates
units which conceptually cannot easily be served in the Color Fleets.
COMANC is appointed as a vice admiral (O-9) unless the character was
previously used in an administrative billet with the rank of admiral
(O-10). Promotion to admiral (O-10) is made after 18 months of continuous
service as COMANC.
This billet is currently an unmanned billet.

Position: COM(BRANCH)
(Commander, Star Fleet Branch)
Rank: RADM/VADM (O-8/O-9)
Restrictions: None.
Duration: Permanent; CINCSF appoints. May
be removed by Flag Council vote of no confidence or at the discretion
of the CINCSF and COMLOG.
Billet Description:
The Commander of a Star Fleet Branch is charged with developing supplemental
materials for the ASR campaign. They report to COMLOG, and are encouraged
to recruit people on an -ad hoc- basis to contribute in areas of interest.
They are responsible for developing and maintaining a FAQ governing
their branch (except COMPA), and are urged to create web resources for
player use. Those Star Fleet branches currently staffed include:

Star Fleet Branch Heads are appointed as rear admiral
(O-8), unless previous administrative service entitles the character
to the rank of vice admiral (O-9). The rank of admiral (O-10) is an
operational command rank and characters of this rank do not command
branches. For rear admirals, promotion to vice admiral follows 12 months
of continuous service as a branch head.
Also, there are two UFP branches, which report directly to the CINCSF.
Their heads have civil service titles equivalent to flag rank. They
are:

Position: Chief of Staff, Office of the
Chief of Star Fleet Operations (CoS/CSFO)
Rank: CAPT (O-6) to RADM (O-8)
Restrictions: None.
Duration: Semi-permanent, generally serves
with specific CSFO. May be removed at the discretion of the CSFO.
Billet Description:
The main responsibility of the Chief of Staff, Office of the Chief of
Star Fleet Operations (CoS/CSFO) is the maintenance of the ASR player
roster. In this regard, the CoS:

Requests and receives monthly fleet rosters from
FCs/COs, as well as periodic updates as necessary
-
Compiles the roster each month and submits it to
CSFO
-
Keeps track of attrition, recruiting, promotions
and transfers
In addition, the CoS may be required to handle BUPERS
responsibilities when requested to do so, such as when the CSFO is on
vacation or is otherwise offline for a period of time. The CoS will
not be required or authorized to take on any other responsibility normally
vested in the CSFO. The CoS does not outrank the Fleet Commanders.
The CoS reports directly to the CSFO in relation to assigned duties;
during the CSFO's absence, the CoS will report to the CINCSF with regard
to BUPERS responsibilities.

Position: (FLEET)XO (Color Fleet Executive
Officer)
Rank: CDOR/RADM (O-7/O-8)
Restrictions: None.
Duration: Semi-permanent, generally serves
with specific fleet commander. May be removed at the discretion of the
CINCFLEET.
Billet Description:
The Fleet XO works with the fleet commander to supervise the day to
day operations of a given fleet. Specific duties are set by the CINCFLEET
in question, but often include overseeing a task force or battle/tactical
squadron (depending on the fleet), roster keeping, web page design and
development, and assorted special projects. The Fleet XO only sits on
the RT or the Flag Council if the CINCFLEET is unable to do so, but
may be seated on the former as a representative of a given unit.
FleetXO's are appointed as commodore (O-7), unless previous administrative
service entitles the character to the rank of rear admiral (O-8). For
commodores promotion to rear admiral follows 6 months of continuous
service or 12 total months as a FleetXO.
